Where does the buck stop?

Elementary students are advanced to the next grade to keep them in their “peer group.”

High school students are given grades that they haven’t earned and ultimately graduate with meaningless diplomas.

Many of these undereducated students ultimately go to college.  Is this the point where honest grading finally happens?

Wouldn’t everyone benefit if students were honestly assessed throughout their education and only advanced after meeting specific goals?
